Why tracking the connection between input and decisions must happen in real time
Most organisations intend to close the feedback loop. The failure is rarely one of intent. It is one of evidence. When the engagement is over and it is time to tell communities how their input was used, the teams that struggle most are not those with poor intentions — they are the ones who did not document the connection as it was forming.
The thread connecting what communities said to what decisions were made is fragile. It exists most clearly at the moment the decision is made, when evidence is current, the team remembers the trade-offs, and reasoning is still visible.
The reconstruction problem.
An infrastructure team completes an eighteen-month engagement process. The engagement was genuinely well-run: broad reach, good data, thoughtful analysis. Community input shaped several design decisions in material ways.
Draft decisions are made. The project moves to implementation planning. Three months later, the communications team is asked to prepare a feedback report — the document that tells communities what happened with their input.
The team goes back to session notes, consultation summaries, and workshop reports. They find themes. They find general patterns. They find headline concerns across multiple sessions. What they cannot find is a reliable record that links specific community input to specific decisions.
The feedback report they produce is honest in the broad sense — the themes it describes are real. But it could have been written before the decisions were made. Communities with specific concerns — about a particular design element, a specific access point, the impact on a particular neighbourhood — cannot see where their contribution landed.
The team knows communities were heard. They cannot demonstrate it.
And experienced community members know the difference.
What real-time tracking actually requires
Tracking the input-to-decision connection in real time does not require a complex system. It requires a discipline — the habit of logging, as engagement runs, not just what communities said, but how that input is being considered and by whom.
A simple decision log might include
Maintain a running input–decision log and update it after each engagement activity.
Capture the connection at the moment of decision: relevant input, decision outcome, and responsible team member.
Check stakeholder coverage before implementation: identify groups whose input is missing from recorded decisions and document why.
At the simplest level, this means maintaining a running decision log alongside the engagement: a record of the key themes emerging from sessions, cross-referenced with the decisions those themes are relevant to, updated as the engagement progresses. When a decision is made that was informed by specific community input, the log captures both — the input and the decision, at the moment of connection.
This is different from post-process analysis. Analysis produces a summary of what communities said. The decision log records how what communities said influenced what was decided — in real time, while the process is still running and the connection is still traceable.
Analysis tells you what communities said. Only real-time tracking can tell you how what they said changed what was decided.
The feedback report problem
The feedback report — the document that closes the loop with communities — is only as good as the real-time tracking that preceded it. A feedback report written from session notes alone will describe themes. It will tell communities what the broad patterns of input were. It will generally not be able to tell them, with specificity, how particular concerns influenced particular decisions.
Communities who participated in detailed, substantive engagement are capable of evaluating this difference. A feedback report that is indistinguishable from a summary that could have been written before the decisions were made signals — accurately — that the input may not have been tracked in a way that made it traceable to outcomes. The signal may be wrong, but it is the one the report sends.
The organisations that produce feedback reports that rebuild community trust are those that have tracked the connection as it formed — and can therefore report it specifically, not in approximations.
When Step 9 is skipped or rushed:
Teams reach the end of an engagement process knowing broadly what they heard but unable to demonstrate specifically how particular input influenced particular decisions. The feedback report is general. It describes patterns rather than outcomes. Experienced community members — particularly those who participated with specific, articulated concerns — recognise the difference between a genuine account of how their input was used and a summary that reflects the aggregate. The erosion of trust that follows is quiet and cumulative. It does not produce a complaint. It produces a community that is less likely to invest in the next engagement you run.
Step 9 and the feedback loop
Step 9 is the preparation for Step 10. The quality of the feedback loop you close depends entirely on the quality of the tracking that preceded it. You cannot close a loop you did not keep open.
As discussed in the previous step on engagement evaluation, meaningful evaluation requires evidence that input influenced decisions. The discipline of real-time tracking is what makes that evidence available.
Three practices for real-time tracking
Maintain a running log of key input themes alongside the decisions those themes are relevant to — updated after each engagement activity, not reconstructed at the end.
At the point each decision is made, record the specific community input that informed it, and the team member accountable for that input being considered.
Before moving to implementation, review the log against the full stakeholder map: are there groups whose input is not reflected in any recorded decision? If so, document why.
The thread connecting community input to decisions can only be maintained. Once the thread is lost, it cannot be recovered — only approximated.
